“Saadi Foundation Charter” was approved in the session 673 on October 26, 2010 in the Supreme Council of the Cultural Revolution as described below and is notified to be implemented.
Persian Language has a rich history for over a thousand years. There are also many invaluable masterpieces by poets and authors such as Ferdowsi, Beyhaqi, Khayyam, Attar, Rumi, Saadi and Hafiz in this language that has made many people who are willing to acquire this language and familiarize with the Islamic and Iranian culture latent in the literal and scientific resources interested. Inasmuch as there is a need for a specific organization to teach this language precisely and scientifically through novel educational facilities, the students as well as the ones who are interested in Persian could familiarize with this language, various features of the literature and its rich content. An institute entitled “Saadi Foundation” which is abbreviated to “Foundation” in this charter is founded according to the objectives and responsibilities written in the charter.
Article 1 – Objectives
In order to strengthen Persian Language and Literature abroad and make concentration, synergies and coherence in the activities related to this area and benefit from the available capacities in the country, “Saadi Foundation” is established, so that it could take the important responsibility of managing the educational, research, cultural and media activities in the area of disseminating Persian language and Literature in the world with the cooperation of the Islamic Culture and Relations Organizations.
Note- policies and cultural guidelines that are approved by the Supreme Council of the Islamic Culture and Relations in the world, various areas and countries for the activities of Saadi Foundation and its delegations abroad are mandatory to follow.
Article 2 – Duties
The duties of the foundation are as follows:
1.Management, policy making, arrangement, guidance, support and supervision over the activities of the Islamic Republic of Iran in the fields related to disseminating Persian language and literature abroad.
2.Formulation of the standards and the suitable techniques of teaching Persian Language and Literature in various educational grades and training courses.
3.Supporting in holding and disseminating courses, lessons, fields of discipline and Persian Language and Literature educational and research centers as well as Iran chambers in other countries then supporting them in handling their activities.
4.Providing the needs of the cultural and political delegations (in the countries without cultural delegation) of the Islamic Republic of Iran, out of country in the field of Persian Language and Literature and supporting them in handling their activities.
5.Holding educational, refresher and specific courses of Persian language and literature in and out of the country and supporting them in holding these courses.
6.Disseminating Persian Language, Literature and Handwriting among the Iranian residents in other countries.
7.Persian Language and Literature distance courses through the use of novel technology and supporting these activities.
8.Sending professors to teach Persian Language and Literature in short and long courses abroad.
9.Authoring and producing books.
10.Providing bilingual and multilingual encyclopedias as well as other reference books to facilitate Persian Language and Literature Teaching and Research abroad.
11.Supporting in publishing masterpieces related to Persian Language and Literature abroad.
12.Equipping chairs, Iran chambers and libraries out of Iran with educational, supplementary educational materials and related studies.
13.Producing and sending books and educational needs of the Persian Language and Literature courses as well as the other Persian Language and Literature Teaching centers in the world.
14.Granting educational funds and sabbatical leaves to the students, professors and foreign researchers in the field of Persian Language and Literature.
15.Supporting and leading the non-Iranian Persian Language and Literature students who study in Iran educationally.
16.Supporting the top researches and theses in the field of Persian Language and Literature out of Iran and donating prizes to the best ones.
17.Holding regional and universal Olympiads as well as Standard Persian Language Placement Tests.
18.Holding scientific and literal meetings, conferences related to Persian language and commemoration ceremony for the celebrated people and the professors of this field in and out of Iran.
19.Supporting literal, cultural, artistic and media activities in the field of Persian Language and Literature then using the cultural, artistic and media capacities in Islamic Republic of Iran and other countries.
20.Training young and talented foreign professors to teach Persian language and literature out of Iran.
21.Holding a world assembly for the foreign professors as well as a hub for the foreign Persian language and literature graduates then holding courses for the professors and graduates in and out of Iran.
22.Signing cooperation documents and research, educational, cultural and media exchanges in the field of Persian language and literature with the institutes, universities and other related centers in the other countries.
23.Supporting and disseminating Persian language translation studies, teaching Persian language and literature in the universities and higher education centers in Iran and out of Iran.
24.Supporting and disseminating domestic as well as joint organizations, associations, educational, research and literal institutes in the field of Persian language and literature in other countries.
25.Supporting construction of Internet websites and publishing scientific and literal journals in the field of Persian Language and Literature out of Iran.
Article 3- The Structure of the Foundation

Article 4 – The High Chancellor of the Foundation
The president is the High Chancellor of the foundation with whom at least two meetings are held a year. If other meetings are necessary to be held with his presence, the chairman of the board of trustees is supposed to send requests and the president would accept it.
Article 5 – The Members of the Board of Trustees
1.The first vice-president of the government (the chairman of the board of trustees)
2.The head of the Islamic Culture and Relations Organization (the secretary of the board of trustees)
3.The head of the foundation
4.The minister of the Culture and Islamic Guidance
5.The minister of Foreign Affairs
6.The minister of Science, Research and Technology
7.The minister of Education
8.The head of Persian Language and Literature Academy
9.The secretary of the Supreme Council of the Cultural Revolution
10.The head of Almostafa International University
11.The head of Islamic Republic of Iran Broadcasting
12.Five experts in the field of Persian Language and Literature suggested by the head of Persian language and Literature Academy with the confirmation of the board of trustees as well as the approval of the Supreme Council of Cultural Revolution
Note 1- Natural members of the board of trustees are appointed to this job for five years with the command of the president that could be extended for the next rounds, too.
Note 2- Each of the natural members of the board of trustees are expected to collaborate with the foundation in implementing the policies and guidelines which are approved by the board of trustees and present the annual performance report of their job and also a report of disseminating Persian Language and Literature out of Iran to the board of trustees.
Article 6- The Responsibilities of the Council of Persian Language and Literature will be assigned to Saadi Foundation when the foundation is officially established and its board of trustees is well held.
Article 7- The Responsibilities and Authorities of the Foundation’s Board of Trustees
1.Checking and approving the policies and general guidelines about the activities in various governmental and non-governmental sections In disseminating Persian language and literature out of Iran.
2.Checking and commenting on the chairman of the board of trustees’ offer to introduce the head of the foundation.
3.Checking on the well performance of the foundation in doing the policies and evaluating the annual and general performance of the various governmental and non-governmental sections specially the organizations that are parts of the foundation to disseminate Persian Language and Literature out of Iran.
4.Checking and approving the macro plans and patterns of the foundation as well as the annual plan and the budget.
5.Checking and commenting on the annual report of the head of the foundation about the foundation’s performance and the organizations that are parts of the board of trustees.
6.Checking on the final accounts and balance sheets according to the report of the head of the foundation.
7.Checking and approving the suggestion by the head of the foundation about generating various branches of the foundation, educational and research centers as well as Iran chambers out of Iran as well as establishing branches in other cities of Iran.
8.Checking and approving the organs, agenda, guidelines, rules and regulations as well as the rulebooks of the foundation such as recruitment, financial and dealing rulebooks.
9.Checking and confirming the suggestions to change and reform the meaning of the charter to be approved in the Supreme Council of the Cultural Revolution.
Note 1 – Board of trustees is allowed to use the experts to check on the activities and plans of the foundation and use the eligible people as inspectors. The head of the foundation is expected to provide the necessary facilities for them to perform their duties well.
Note 2- Board of trustees is allowed to assign some of its responsibilities to the commission above by holding a permanent commission.
Article 8- The Head of the Foundation
The head of the foundation is introduced and confirmed by the chairman of the board of trustees and then is appointed by the high chancellor for four years. This position could be extended for the next rounds if the chairman of the board of trustees suggests and confirms him as an eligible person then the high chancellor issues the command to appoint him to this position again.
Article 9 – The Responsibilities and Authorities of the Head of the Foundation
1.Strategic planning and arranging the general policies and guidelines about the various educational affairs in disseminating Persian language and Literature out of Iran according to the international cultural guidelines and policies that are approved by the Supreme Council of the Islamic Culture and Relations Organization then presenting this to the board of trustees.
2.Producing and arranging macro plans and ideas to offer to the board of trustees.
3.Producing and arranging annual plans and budget to offer to the board of trustees.
4.Checking and evaluating the general and annual performances of the various sections as well as the governmental and non-governmental systems specially the systems that are members of the board of trustees and are willing to disseminate Persian Language and Literature out of Iran then present its report to the board of trustees.
5.Signing internal and external agreements in terms of the responsibilities of the foundation by following the relevant rules and regulations.
6.Managing the general, educational and research affairs of the foundation’s branches in and out of Iran.
7.Offering and introducing suitable people to be appointed as the heads of the branches, institutes, educational and research centers in and out of Iran to the board of trustees
8.Producing the organizational structure as well as the detailed organs of the foundation with every kind of change or reform in the board of trustees and offering them to the board of trustees.
9.Producing and arranging the financial rulebooks as well as the other rulebooks of the foundation then implementing them after being approved by the board of trustees.
10.Appointing and dismissing the managers, the vice-presidents of the foundation, and the heads of the branches as well as the institutes, educational and research centers of the foundation in and out of Iran.
11.Performing the decisions made and approved by the board of trustees and following them whether they perform the above-mentioned decisions in other systems specially the systems that are included in the board of trustees.
12.Presenting periodic and case reports about the performance of the foundation as well as the systems who are included in the board of trustees.
Note 1- the head of the foundation is responsible for the board of trustees and will manage all his responsibilities according to the charter.
Note 2- the head of the foundation is the highest administrative and departmental position that can assign a part of its duties to the secretary or the deputy of the foundation.
Article 10- The Council of the Foundation
The foundation includes a council of the experts and professors whose duties will be approved when suggested by the head of the foundation.
Article 11- Place of Activity
The central branch of the foundation is located in Tehran and the foundation could do anything to establish branches in other cities of Iran, as well as the educational and research centers out of Iran, they then send delegations to other countries.
Note – Establishing branches, educational and research centers and making them active out of Iran. The activities are done by the suggestion of the foundation and agreement of the Supreme Council of the Islamic Culture and Relations.
Article 12- The responsibility of policy making, planning, leading, supporting and checking on the process of disseminating Persian language and Literature and performing the educational responsibilities (expect the schools that are managed by the ministry of education) out of Iran in terms of the cultural policies approved by the Supreme Council of the Islamic Culture and Relations.
Article 13- the foundation will not determine an independent delegation where Islamic Culture and Relations Organization has got some cultural consultations. The teachers and professors will handle all these duties with the responsibility of the cultural consultation. In the areas that there is no cultural consultation, these duties will be managed with the responsibility of the political delegations of the Islamic republic of Iran.
Note 1- The foundation has got the responsibility to allot, divide and make priorities in the budget and the credits in these activities. It also provides the professors with texts, educational contents, equipment, educational materials as well as the other scientific and specific supports is on the foundation.
Note 2- How the foundation could act and cooperate with the cultural delegations of the Islamic Culture and Relations Organization will be determined according to the agreement based on the current charter.
Article 14- Financial and Juridical Circumstances of the Foundation
The foundation obeys the rules and regulations of the ways how the board of trustees are held in the universities and the ways the higher education and research institutes are approved by the Supreme Council of the Islamic Revolution. It also takes some laws into account that how the financial and dealing affairs are approved in 1369.
Article 15- Financial Resources of the Foundation
After being approved by the board of trustees, the budget of the foundation will be independently included in the government annual credits.
Note- Foundation can use other governmental and non-governmental organs with its incomes to disseminate Persian language and Literature.
Article 16- Coherence of a part of activities
After Saadi Foundation is established, the council of Persian language and literature will be separated from Islamic Culture and Relations Organization and be added to Saadi Foundation that would accept its responsibilities in and out of country. Education and research Persian Language centers out of Iran will be added to the foundation and the managers of the center will start working under the supervision of the cultural consultation and according to the agreement between the foundation and the organization.
Note 1- All the activities done in the ministry of Science, Research and Technology in the field of Persian Language and Literature Teaching in the world such as granting funds to foreign students, granting sabbatical leaves, concluding cooperation documents, sending Persian Language professors, holding educational courses and supporting establishing Persian language and Literature courses in other countries according to the policies and plans of Saadi Foundation as well as the policies made by the board of trustees.
Note 2- After establishing Saadi Foundation, all the activities and facilities in the field of Persian Language and Literature in and out of Iran which were used to be in the ministry of Foreign Affairs will be assigned to the foundation to be exploited according to the current charter.
Note 3- Part of the facilities of Iran chamber will be assigned according to the agreement between the foundation and organization then will be in the hands of the foundation.
Article 17- Change and reform the charter
Any change or reform will be done based on the following guidelines:
1.First the chairman of the board of trustees suggests the change or reform, then two third of the members of the board of trustees and after that the Supreme Council of Cultural Revolution approves it.
2.The Supreme Council of the Cultural Revolution suggests and then approves the changes and the reforms.
This charter is approved with 18 articles, 14 notes by the Supreme Council of the Cultural Revolution on October 26, 2010 in the meeting 673.
